Yep he"s Exactly right Sakura , she was a pretty hardcore fighter then a Ki Sniper so maybe it would be much easier to include 18 in the game since pan had no ki attacks whatsoever and is only limited to melee at the time otherwise if we included pan, gave her ssj transformation and some moves...
