I think the perfect fighter has a balance betwen both Ki atks and melee although melee should be more commonly used however if u have a Tactical advantage (EX/ Gohan vs trunks: if gohan dominates all game with melee not giving trunks a chance to recover i think that would be over kill.. no if...
