I am tho im running it on steam and i have half life 1 and 2 i dont get it do i need a certain power level to do this is there a way to just have max power level and transform to what ever i want???

Im running the ECF ECX RC2 but like for instance say i pick the chracter legendary super sayan brolly i come out regular sayan not the legendary one why is that?? How do i transform into him someone help me please
