Where exactly do i put the .dll file? i tried it in a couple folders in the steam folder under halflife

the only fmod.dll file i found is already in my steam folder

Are there any steam servers? I am new to ESF, i played it awhile ago, i think it was before summer so almost a year ago. Since then i play CS 1.6 but i thought id see what was up with this. I insalled it all correctly, it shows up under third party programs on steam but anytime i try to connect...
