I was going to block in the whole mesh first and detail it later.now it's at 1482,so yes i have more poly's to spend.I'm not really happy with the legs,gonna work on that too.
About the arms,is was thinking of making the arms seperated(the so called "ball-joint iirc)

I played true crime streets of la once. I can't imagine yoy guys find that a good game.It has like 3 different missions,fighting shooting and driving and that bores to death .ALso it's full of bugs.
oh and a spoiler about it it has mutants and dragons in it,really, what were the creators...

About that Stormrage model:
- He seems to be wearing shoulderpads,and as far as i know he doesnt wear any.
- I wouldn't extrude the start of his hair at all,with a texture you could get it more round and natural looking
- You got alot of wasted...
They released a very early version of it,there were 4 maps and goku and piccolo playable. You could only fly and perform a melee attack without animation.They were going to release an update but sadly it died again,and now its back(again)
Not to bad,but i suggest that you use references,go to 3d.sk or so (warning it contains nudity)
I also did a small drawover to show you the wasted poly's on your model,I didnt place my lines very well in ps though.
