    to keep the diffenrence in strengh the PL of the evil guy could be the sum of the PL of all good guys. this way it would stay balanced even if someone gets stronger or somebody joins the game. i dont think that they would have to redo the PL-system. they simpy have to add one more check...

    just type "connect 62.116.156.25:27015" into the console (without the " " and change the ip to the ip you want to join, same with the port)

    thats because its cl_fxquality, not cl_fixquality. try cl_fxquality 0, should work.

    have you tried to use the DivX Player (the newest version)? have you dowloaded it and not just clicked the link and tried to watch it with the windows media player that pops up?
