well i was about to ask that too , anyway i think it's like if u have 2.10^6 PL u have the speed and HP of ssj Vegeta and at 5 000 000 PL you will get the attacks ??... then the transform will be "perfect" as it says ... :fight: edit but i'm not sure that you can transform again at 5 000...
