In an online game do ppl see the character model that the other person has or the one that they have for that character. same fr sprites, just wondering.

The models are client-based, meaning, if you change Goku, all other Goku's will be changed, and the other person in an online game will not see the change, unless they have the model themselves.

Yup. All the models changes, Sprite changes, sound changes that you do on your own computer will only effect Client side, which means that only you see the new things. While the other people simple see you are playing with a normal model, sprite, sound.
