I believe you need to set an admin password and then have your friend type in "admin < password >" within the console.

The "Admin password" won't work. Install AMXModX. This Tutorial will explain all about it.

Or just use rcon. <_<

Rcon is a really high access over the server. AMXModX would be the best.

That depends on what he wants. He didn't mention anything about wanting to install a bunch of addons and plugins to set up a tiered administration system, so let's go with what's simple for now.
