Would it be possible for the team to leave "Dummy" character slots, that way, if someone releases "the Goten model pack" they can add Goten as a character, instead of REPLACING a character? I think this would help the team finish quicker and allow the community to "fill in" characters that they wanted.

No. Lets say you replace Goku with Vegetto then Vegetto wouldn't be ablo to make the attacks he normally would do. In the custom character selection means you can put in different characters but you can only have one set of sprites and sounds etc.
