I had the same prob when i upgraded to se7en what you need to do is install steam using windows xp comat mode that should help if not steam support is the place to ask

ESF should work as long as Half Life works. I have windows 7 myself, and Half Life works perfectly on it (so does Steam) however, I have the 32-bit version.
