Why do different servers show up in the list each time I scan?

I reinstalled ESF and have been looking for servers; each time I refresh, different amounts of servers come back. Sometimes "Sub's" server doesn't show up at all. I don't remember behavior like this in the past..

Anyone else experience this?

That's weird. Could be something wrong with the Steam servers, maybe just wait a day or two and it'll go back to normal.

Does it just do this with ESF? I'd recommend installing another game / mod that has a relatively small amount of servers and see if it gets all the servers everytime. I would imagine it's just Steam, my browser sometimes does the same thing. I don't think it ever lasted a week, though.

Hate to propose a dumb suggestion, but have you checked the filters? Sometimes I have 'has players' checked without realising.

It may have something to do with latency fluctuation as well, some servers going just above your filter and therefore not showing up on a certain refresh, this has been happening to me since day one.
