Goku (Starting PL: 1,600,000 Starting Speed: 200 Starting Health: 100)
1. Kaioken (Health: - 10-40% Speed: + 2-100% PL Multi: 2-100%)

Kaioken works like this: It is a selectible skill not attack(number 8 or whatever). When you activate it, you gain a random percent of speed and PL and lose a random percent of health for 10-20 secs. Or you could have it give fixed percents but it goes away after one attack (Beam, etc...) .I think it is balanced because almost everyone else can power up or has 5 forms.

Why not go Imperfect Imperfect, Powered, Flawless, and Perfect?

There are still a select few i had in mind but forgot what they are. Saiyans are really powerful, and have alot of attacks, so i dont see why they need more than 3-4 transformations (like Vegeta and Gohan...) I dont think gohan would need one of his first two transformations. Other than that I think its half-decent.

i thought the power ups should be there to balance goku's Kaioken since everyone is so uptight about him being overpowered

my idea:
while usin kaioken u have normal health but u are more sensitive to your enemys attacks.

I think that all chars should get an optional "buff" move (where their muscles all bulge out and stuff: examples are Piccolo in the Garlic Jr. saga, Trunks in the Cell saga, and Cell in the...erm...Cell saga). This would cause them to slow down by 25%; in return, they get a 25% PL boost. Also, melee damage and distance smacked increase by 25%.

Goku's "buff" would be the KK instead (-15% hp, +20% speed, +25%pl, +melee damage bonus). But this should be a regular buff when he goes ssj: we see him buff up in the time chamber, but I've never seen him combine ssj with kk.
