Beta 1.1 Outline

Here is an attempt to stop all the beta 1.1 spam.

I've made a Beta 1.1 outline from what i know about beta 1.1. Pls tell me as soon as possible if any of this is wrong so i can change it.

Vegeta's attack is Renzoku and buu's bodypart attack will not be in 1.1.

No need to make two of these.
