Why can not find "Steam.dll"

I have follow the instructin to install the beat1.1
but it said can not find "Steam.dll" when I click the
icon of esf after install and i can not play

follow these steps, they might help
1. check to make dure that ESF is located in your half-life folder (for me C:\sierra\half-life\)
2. make sure that in your ESF folder in halflife, the files are all there (so it isnt, C:\sierra\half-life\esf\esf\files_here you want it C:\sierra\half-life\esf\files_here)
3. make sure you have halflife 1.1.1.0
4. reinstall

Then?

.... you should launch the program first. then select a download server. then download 1.1.1.0.

and if that doesn't work you may have to install Steam. I know little to nothing about this program, but I know that some people couldn't play ESF because of that. But try everything else before uninstalling Steam.
