Noob Question

I have a question for people.

What is Outwar? I never understood this, except i know its against rulez.

Also i already know ths kinda but, when you speak of downloading movies and games and crap like that is that warez in a way or not at all. And I know that giving links to the illegal items is warez.

So can someone clear this up please?
