How do I start I game with bots?

Start any normal game and then use the = key to bring up the bot menu, which you can use to add bots to the game.

You can play LAN Games (Multiplayer > Lan Games), if you just want to play with bots. Playing on Multiplayer can mean human players joining your server as well (if it's not password protected).
