Because having a model done is very different from coding in the model. And why would they just add a second transformation for Vegeta.
They should probably get all the new transformation models done before adding the second transformation.

They have it done because the modelers have time to work on it. What do you want 1.3 to take a long time to make because they did not take there spare time now to make the models? It is done now and it is NOT going in 1.2... Simple as that.. I dont know what is so hard to figure out about that...
