Sometimes you cant just "fix" poor fps with a couple cvars. Most of the time it concerns the quality of your video card and the speed of your processor. And YES, having a Geforce FX5900 will NOT guarentee you great fps if your processor is some measily 450mhz ( just an example-- could be anywhere up to 1ghz depending on how your processes handle your game *priority*). Both have to be decent in performance to get the best out of a game. The fps tweak will help, but I have found that they often cause poor quality in the map graphics-- missing model parts and such from different angles and distances. I do know that if you turn off VSYNC for a geforce card, you'll experience "dissapearing" scenery as you move accross a map.
