do i have to download the steam pack for 1.2?
i think not, because you say 1.2 is for steam,

1.2 will run on both WON and Steam. The team will only support Steam though, since WON is going to die sooner or later.

There is no Steam Pack for 1.2. When you install 1.2 you can either install into your Steam directory or into your Half-Life directory (for WON).
