If you think Steam is slow, then you need a new computer.

My computer is more or less similar, though I have less RAM, I am a few ticks down on my CPU than you, my CPU is 1.89Ghz, 512Mb PC2100 DDR (400Mhz), and my GFX Card is a GeForce FX 5200 256Mb DDR. As you can see, two main components, RAM and Graphics Card are less than twice yours.

I experience no problems with Steam now, Steam has never once took more than 10 seconds to boot up fully unless it was updating, and to be quite frank with you, I find Steam more attractive and eye-catching than WON.

If anything is more generic and plain it's WON, also, if Steam is infact sluggish on your computer, then hell, your computer must be degraded; IE; Crap m/b, low FSB, sluggish RAM (Possibly 266Mhz), etc... I could go on...

Windows XP
AMD Athlon XP Processor 2800 (2.08 ghz)
120 GB Ultra DMA Hard Drive
GeForce FX 5600 Ultra 256 MB
512MB DDR RAM

It takes me no longer than 5 seconds to start up Steam.

My Computer:

Nivida Geforce 4 MX 420
384 MB Ram
1.0 GHz Intel Celeron Processor (Sometimes overclocked to 1.3 :( POS Processor...)
Cable/ Wireless Lan Internet Connection

Graphics at the Highest Ingame settings.

Steam works perfectly fine. I don't have any errors really, just takes about 10 -15 seconds to load a game sometimes and some occasion packet loss or disconnects or other errors, which are tolerable...but it's 89347589347958738757 times better then WON ;) .
