Lend a hand? Esf problems

I am using the esf tool and when i go to settings to see where it launchs from I chose the short cut icon on my desktop top to esf, when I then join a game it prepares to play cs, this is supposed to happen right? I am not sure where abouts esf is located as steam does not recognise it as a half life mod as nothing comes up in the 'games' section of steam.
