When it's done. It will be quite a while yet as first of all the 1.2.1 patch needs to be released then the team has to complete 1.3.

Agreed. The team will announce a release date when they feel that they are close to finishing 1.3. At the moment, the focus is on 1.2.1. Again, the team hasn't mentioned a specific release date, but the the patch SHOULD be out in the very near future.
