GTO anime, why did it end so early?

I've been wondering this for a while now. A little while ago I decided to pick up the GTO manga, and started reading where the anime left off, which was right before Mayu appeared, at the end of volume 14.

Well i'm currently on volume 21, and I am simply enraged with the fact they stopped the anime when they did. The manga continues the story for another 11 volumes, and I see no reason why they left it out of the anime, personally I find these remaining volumes even better than the rest. How Onizuka helped Mayu was incredibely entertaining, and then when Miyabi and Kanzaki start going at each others throats, well the entertainment level goes through the roof.

So please, someone tell me why! Why did they cut the rest of the story out of the anime? It's even better than the first part! Is there an actual reason for this? Or did they just get lazy and cut it off halfway through?

Arg! Urge to kill.........rising! ;(
