Characters

I would like to know how to import new characters to the game, like the ones that esf-world has.

If you're talking about model replacements, all you have to do is replace the model file with the one you've downloaded.

C:\Program Files\Steam\SteamApps\thisis@youremail\half-life\esf\models\player

Is there a reason why people cant see the Radditz that i replaced Vegeta with when i joined a server?

Because only you have the model. Its like putting on sunglasses, everything looks different to you, but nothing changes for everyone else.
