in esf 1.3 are there going to be new combos?

yes i believe there will be new combo's, more than that i think character specified combos (specific combos for certain characters)

Vlad & Vegetto, you do realise by keep spamming you only increase your warning right?, which means action might be taken (like banning from this forum).

Ontopic:, i'm not quite sure if new combo's gets added, i surely do hope so because the combo's in 1.2+ sure owns, its something everyone uses , even i use the combo's allot (both of them), and i hope more gets added.

why should there be new combos when they dont tell us how to do the "old" combos in the help section?

What "old" combo's?, do you mean the combo's that are in the game right now?.
Thats simple because people have to figure them out for themself..

And more combo's would be fun, and if new one's gets added, it should be harder to do.
