No servers etc

New to esf and just had a few questions.

1) Everytime I search for servers there are next to none. I have yet to see my search result turn up more then 6 servers tops. I gereally try to play on servers with under 100 latency which is seemingly getting harder to find. Why is this?

2) I downloaded 1.2.3 esf patch. is this the current version?

3) I saw pictures of andriod 18 fighting trucks on the esf site. What version is she in?

2. Yes.
3. She is in 1.3.
