Cant create a game SETMASTER ERROR

Whenever i create a gme, the console gives me this feedback, and that´s it,

I tried the firewall
setmaster : 10.3.131.180:27015
and creating a dedicated server for csgo

I see everyone posting the same about having a lot of characters, but this isnt it, so give me yout thoughs on this:

Usage:
Setmaster unavailable, start a server first.
NET Ports: server 27015, client 27005
Server IP address 10.3.131.180:27015
